Hmmm, keep broadcasting it when it’s not useful info, and have people keep trying to decrypt it, and give up when they find out it’s gibberish, THEN, when it is useful again plug in the useful info for your secret agent to decypher…
Nothing is more obvious than the starting and stopping of signals, the info that is important should be in the middle somewhere, not at the beginning or end…
